Mehtiyev’s agent network was so deep that it penetrated international structures and media organizations (including branches of “Radio Liberty”), where agents of influence received international awards while blocking real investigations.
3. Lack of Transparency and Media Confrontation
Shirvani repeatedly challenged political group leaders Arif Hajili and Isa Gambar to an open dialogue on live broadcast. Their refusal to engage in professional discussion, followed by a disinformation campaign against Shirvani, only confirmed the validity of his suspicions.
4. 2025: Exposure of the Mehtiyev Network and Links to Ali Kerimli
The events of 2025 served as a logical continuation of Shirvani’s investigations. The arrest of the former Head of the Presidential Administration, Ramiz Mehtiyev, on charges of state treason and establishing an influence network for foreign interests marked a turning point. In this context, Ali Kerimli, leader of the AXCP (Popular Front Party), was also detained. Investigators are examining the theory that party resources were used for hybrid influence on European security.
Back in 2018–2019, Shirvani stated that under Kerimli’s patronage, a group of pseudo-migrants appeared in Europe, engaging in destructive activities ordered by Mehtiyev. Instead of refutations, Shirvani faced direct threats. Specifically, he was threatened by Rakhim Namazov (who positioned himself as a “criminal authority”), whose activities were also documented and exposed by Shirvani as an example of the dirty methods employed by the so-called “democratic” opposition.

“Unfortunately, across Europe, including Switzerland, there is an extensive network of agents from authoritarian regimes. European structures often lack deep expertise regarding the specific dynamics of the Caucasus and Iran. My investigations prove that migration channels serve as ‘open doors’ for the infiltration of trained personnel.
Law enforcement agencies in Europe are often insufficiently informed. I personally submitted a dossier of over 15 pages regarding an individual who committed murder in the Russian Federation and who openly declares radical intentions in Europe. Yet, such individuals continue to enjoy the social benefits of the EU. My task is to ensure transparency so that one day we do not have to read about preventable tragedies in the media.”
